Defense expert John Solomon criticized weapons training for "gangster" in defending the country program.
"They basically empower young people with a murky background that will go into the game the army," he said.
"Arming civilians or even train them in this way is not a good idea, unless you arrange them properly and have laws and regulations to control it," he said.
